Overview

Environmental Consulting & Technology, Inc. (ECT) is a mid-size environmental consulting and engineering firm that pursues government work primarily at the state and local level, with select federal opportunities. Its proposal team lives in a fast, high-volume world: opportunities land with tight turnarounds, bid decisions have to be defensible, and a small group of people has to decide — quickly — which pursuits are worth the firm's time.

GovSignals modules: Signals, Projects, Playbooks, Library (SharePoint integration), and Match Feedback.

Agencies and verticals: State and local government (SLED), with select federal work.

The challenge

Before GovSignals, ECT's go/no-go process was a manual exercise. Deciding whether to bid meant pulling a solicitation apart by hand, checking key dates and evaluation factors, guessing at incumbents and the competitive field, and filling out an internal review form for the go/no-go meeting — all under the constant pressure of short turnarounds.

The analysis that should inform a bid decision was slow to assemble, inconsistent from opportunity to opportunity, and dependent on whoever had time to dig. When a hot opportunity came in with only days to respond, that manual workup was the first thing to get squeezed.

In their words

“Every bid decision now starts with a real win score — so we choose where to compete on the evidence, not on who's most optimistic in the room.”

The shift

With GovSignals, ECT replaced that manual workup with a repeatable playbook. When an opportunity of interest surfaces, Proposal Manager Deb Crocker sends it to a project and runs the Snapshot Go/No-Go — an AI playbook that produces a structured go/no-go analysis, complete with a win score, in a few minutes.

The whole workup in one run

The Snapshot Go/No-Go pulls the solicitation apart on its own: agency, key dates, evaluation factors, likely incumbents, competitive landscape, and a quick-take summary — roughly 3–4 pages of analysis for a single opportunity, versus the one-to-two-page manual snapshot it replaced. In one run, its overview pulled the full scope of a major multi-year opportunity — scale, timeline, and place of performance — into a single at-a-glance summary.

Decisions with a number behind them

Each run generates a win score — for example, 60 out of 100 as a prime — and shows the same estimate if ECT were to bid as a subcontractor. It gives the go/no-go meeting a defensible starting point instead of an instinct that “of course we'll win this.”

Sourced, not guessed

A single run synthesizes roughly 94 sources — solicitation facts, public awards data, and market intelligence — and cites where each fact came from, so the team can trace any claim back to its origin.

Runs inside the workflow

Deb kicks off a playbook and moves on; GovSignals emails her when it's done or needs input. The library is integrated from ECT's SharePoint, so the analysis draws on the firm's own documents alongside public data.

Results

The Snapshot Go/No-Go has become a standard part of how ECT evaluates opportunities:

  • A full go/no-go analysis — win score, competitive landscape, key dates, and incumbents — in about five to six minutes, versus a slow manual workup.
  • Roughly 3–4 pages of sourced analysis per opportunity, replacing a one-to-two-page manual snapshot and an internal review form.
  • Each run cites around 94 sources, so every fact in the go/no-go is traceable rather than assumed.
  • A win score for both prime and subcontractor scenarios, giving bid decisions a defensible number instead of a gut call.
  • Outputs are shared straight back to ECT's project managers, so one person's analysis benefits the whole team.

What was once a manual chore squeezed by tight deadlines is now a fast, consistent, source-cited step ECT can run on every opportunity worth a look.

The workflow in action

“In a few minutes, I can give the whole team a complete, sourced go/no-go on any opportunity that comes our way.”

Deb Crocker · Proposal Manager, ECT

Strategic impact

For ECT, the bigger change is consistency. Go/no-go analysis used to depend on who had time to dig into a solicitation, so the depth of a bid decision varied from one opportunity to the next. Now the same thorough, sourced workup is available on any opportunity the team wants to weigh — which makes it easier to consider more pursuits without lowering the bar on any of them, and to bring a clear, defensible rationale to every bid decision.

The GovSignals experience

ECT's use of GovSignals is supported hands-on by a dedicated deployment strategist, Brittany Dubois, who has worked with the team for over a year through a regular office-hours cadence. That relationship is where new capabilities get introduced, where the team's questions get answered directly, and where playbook usage gets refined against how ECT actually works — practical, GovCon-literate support that keeps the platform fitted to the team's real workflow.

Looking ahead

ECT is widening the group that uses GovSignals — onboarding new marketing and proposal staff and bringing more of its capture team into the platform — and continuing to shape its playbooks around the firm's own review process, including building a library of preferred subconsultants the analysis can draw on. As more of the team adopts the Snapshot Go/No-Go, ECT's goal is simple: make a fast, consistent, source-cited bid decision the norm on every opportunity, not just the ones one person has time to work up.

Additional quote

“The go/no-go is my favorite playbook — I run it on just about every opportunity that comes in.”
